Separate Sealed Bids for the Construction of a 150,000 Gallon Elevated Storage Tank will be received by Rocky Creek Utilities, Inc. herein called the “Owner” at their office located at 1197 Rocky Creek Rd, Lucedale, MS 39452 until 10:00 a.m. local time on October 4, 2024 and then at said office publicly opened and read aloud.

The PLANS, SPECIFICATIONS and CONTRACT DOCUMENTS may be examined at the following locations:

Copies of plans, together with the contract documents and specifications, may be purchased through O’Neal-Bond Engineering, Inc. via their website (onealbondeng.com) upon the payment of $150 for each set, none of which is refundable.

Bids shall be submitted upon the blank bid forms provided with the drawings and general conditions and scope of work and must be accompanied by Bid Guaranty in the amount of five (5) percent of the total amount of the bid. The Bid Guaranty may be by certified check or bid bond made payable to Rocky Creek Utilities, Inc. Said guarantee to be forfeited, as liquidated damages, and not penalty, by a bidder who may be awarded the contract, but who fails to carry out the terms of the proposal and execute the contract and within the time specified. The Bid must also be accompanied by proof of the Bidder’s registration with the U.S. Government’s System for Award Management (SAM) by providing its Unique Entity ID (UEI) number.

This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 2014 (H.R. 3547); therefore, this project must comply with the American Iron and Steel Requirements of the Act.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from ARPA Rural Water Associations Infrastructure Grant (RWAIG) and from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) loan program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations.
